Residents of the village of Lebedinovka report a difficult ecological situation in the Alamedin district due to the operation of the asphalt plant OsOO "MEADI," located in the territory of the Lenin Ayil Okmotu on the border of the village of Lebedinovka and the village of Vostok. Due to the activities of the enterprise, there is significant air pollution in the villages of Lebedinovka and Vostok. The pollution from smoke and dust particles is so severe that it becomes difficult to breathe, and visibility is impaired. Residents have numerous materials (video recordings) to confirm this fact. Undoubtedly, this poses a threat to the health and well-being of the residents of our district, including the health of women, the elderly, and children.
We would also like to note that since 2020, numerous complaints have been received from residents of the Alamedin district regarding this enterprise. This is confirmed by a news article published on economist.kg (the article also includes video footage).
In September 2022, the enterprise made statements that they would install filters, but this was not carried out. Moreover, the plant is located 200 meters from residential houses, whereas according to regulations, it should be at least 500 meters away from them.
On May 4, 2023, a large group of residents from the village of Lebedinovka, accompanied by representatives of the ayil okmotu and local council deputies, visited the territory of OsOO "MEADI" with a request to cease operations until the necessary purification facilities are installed and air pollution is eliminated. Representatives of the enterprise (Tentiev Bolotbek Zholchuevich), accompanied by former Bishkek vice-mayor Mirlan Amanturiev, approached the residents and, in a rather rude manner (the behavior was recorded on video), stated that they would "deal with" the dissatisfied. Later, when it became clear that representatives of the authorities and deputies were present among the residents, the administration of the enterprise softened its tone and promised to install/set up purification facilities. The government representatives present at the meeting, in turn, promised to take the matter under operational control.
In September 2023, we received a letter from the State Administration of the Alamedin District (a copy is attached) stating that a fine of 28,000 (twenty-eight thousand) had been imposed on the enterprise. Nevertheless, the plant continues to operate, polluting the air in the villages of Lebedinovka, Vostok, and the northwestern part of the city of Bishkek.
Many residents of the Alamedin district are very serious about this issue, intend to see it through to the end, and will not tolerate further violations of citizens' rights to a favorable environment in accordance with Article 49 of the Constitution of the Kyrgyz Republic. Many note that they do not oppose the operation of the enterprise, but only if the activities of OsOO "MEADI" comply with environmental standards.
